Scarce Resources Company Inc. is a business-focused electronics recovery company built around refurbishment, dismantling, resale, parts recovery, secure data handling, and responsible recycling. Based in Northeast Ohio, we work with partners across the country who need a better path for retired electronics and technology assets.
Our approach starts with recovery before recycling. When electronics still have usable life, we look for ways to test, clean, repair, wipe, resell, redeploy, or recover parts before sending material into the recycling stream. That mindset helps preserve value while reducing unnecessary waste.
We handle a wide range of business electronics, including laptops, desktops, servers, networking equipment, drives, components, office phones, boards, wires, scrap metal, and mixed electronics lots. Some items are refurbished and resold, some are parted out, and others are dismantled and sorted for recycling.
Chagrin Electronic Recycling is a DBA of Scarce Resources Company Inc. — the community-facing side of the same operation, based in Chagrin Falls, OH. CER handles residential drop-off and local recycling needs; SRC handles bulk, business, and partner-level material.

Founder
Zachary Anselmi — CEO & Founder
Scarce Resources Company Inc. was founded in 2021 by Zachary Anselmi. The opportunity came from recognizing that retired and obsolete business technology was moving through scrap and recycling channels at a fraction of its real value. The metals were recoverable, the hardware was resalable, and most of it didn't need to end up where it was going. SRC was built to close that gap.
What started as a materials recovery operation grew into something more hands-on. Refurbishment and repair weren't part of the original plan — the market made them necessary. Today SRC remarketes used and obsolete electronics, recovers value through refurbishment and parts recovery, and handles the full chain from intake to recycling for business partners across the country.
Building SRC meant working through real market complexity and assembling a team capable of handling it. That work is ongoing.
